SpamAssassin achievements

During the hackathon for SpamAssassin some bugs have been fixed (not all work has been committed yet):

• fixed some bugs in utf-8 code
• while developing “peer certificate verification” ssl support some unrelated bugs in hashbl and dnseval plugins have been found and fixed.
• error handling has been improved in some parts of the code to be able to ease debugging
• some improvements for TxRep plugin database support has been started but is not complete yet
